Lincoln County
coastal-home checklist.
A coastal-home checklist for the questions that matter before you commit. Start with one property, gather the evidence, and keep the unanswered questions in view.
Official resources reviewed October 14, 2026. Confirm current information for the exact property.
One address. A clearer set of questions.
A listing can show a view, a floor plan and a price. The documents and people below help you understand what comes with the property, what it costs to own, and whether it fits your plans.
- Identify it. Use the full address and parcel identifier, then confirm the jurisdiction.
- Request the evidence. Ask for records and property-specific answers; note the source and date.
- Choose the next step. Bring unresolved questions to Rhett and the relevant specialist.
Status key: Unknown = answer not established. Requested = evidence requested. Reviewed = you reviewed evidence and recorded any remaining question. Reviewed does not mean approved, safe, insurable, legally permitted or a contract requirement satisfied.

Evidence before assumptions
Eight checks for a coastal property.
Work through the items that apply. Record “not applicable” in the notes when confirmed.
Which jurisdiction and parcel apply?
Request: The map/tax lot or parcel ID, legal description, city or unincorporated-county jurisdiction, and the applicable zoning or use records. A postal city or MLS community label does not establish which office governs the parcel.
Who can verify: The applicable city or county planning office for jurisdiction and land use; title professionals for the property description. County Planning advises checking parcel zoning and allowed uses before buying or developing.

What ownership and association documents apply?
Request: The preliminary title material, recorded agreements and easements, and any applicable lease or association documents. Ask for current governing documents, budget, dues, assessments and maintenance responsibilities.
Who can verify: The title company, seller and association or property manager. Bring ownership or document-interpretation questions to a qualified attorney when needed. Salishan and Salishan Hills have different document sources; confirm the association for this property.

What needs a closer physical look?
Request: Available disclosures, repair and maintenance records, inspection findings and permit records for changes. Note concerns such as moisture, roof condition, drainage, foundations or coastal exposure for the appropriate professional to investigate.
Who can verify: Qualified inspectors, contractors or site specialists for their areas of expertise; the relevant building department for permit records. An attractive listing or regional map cannot confirm the condition of a home.
DOGAMI: regional maps do not replace site investigations
Add a source, date or remaining question
What do the hazard sources show—and leave open?
Request: Relevant flood-map information, its date and whether it is effective or preliminary, and any site-specific reports. Review regional geohazard information for questions about the property and evacuation routes.
Who can verify: The applicable floodplain/planning office and qualified site specialists. County Floodplain Management asks for the full address and map/tax lot for a property inquiry. DOGAMI states that HazVu is regional information, not a substitute for a site investigation or a safety determination.

Can you obtain the coverage and financing you need?
Request: Property-specific insurance quotes, exclusions, deductibles and any additional coverage questions. Ask your lender about its requirements and the proposed property or ownership type.
Who can verify: Your insurer or insurance broker and lender. Oregon’s insurance regulator explains that flood, earthquake and landslide coverage need particular attention. Availability and underwriting vary; do not use a seller’s premium or a map as your coverage answer.
Oregon DFR: home insurance and coverage questions
Add a source, date or remaining question
How do access and essential systems actually work?
Request: Recorded access/easement material, road-maintenance arrangements, water and sewer or septic records, utility-provider information, and permits relevant to existing systems or future plans. Visit the actual route to the home and any public beach access you expect to use.
Who can verify: Title professionals for recorded access; providers for service; the applicable planning/building office and wastewater authority for approvals. County Onsite Waste distinguishes site evaluation from construction, repair and changed-use approvals. “Utilities nearby” does not establish a connection or a buildable lot.

What comes after the purchase price?
Request: Current tax records, dated dues and assessment information, lease payments if applicable, insurance quotes, utility estimates and known maintenance responsibilities. For a condo, separate what the association pays from what the owner pays.
Who can verify: The relevant taxing office, association/manager, lease documents, providers and insurer. Record the date and source for figures. A public association document may describe a prior budget year; request the current package.

Do the documents and authorities support your plans?
Request: Written property-specific answers about your intended use, changes or building plans, plus applicable association/lease restrictions and any required approval or license path. An existing rental advertisement does not establish what a new owner may do.
Who can verify: The correct city or county planning/licensing office, the association or lessor, and qualified counsel for legal interpretation. The county Sheriff’s rental program covers unincorporated county; incorporated cities have their own resources. Confirm jurisdiction first.
